The ACT hp bars don't, though. The only other difference I can tell between borderless and fullscreen is that I get about 10% higher fps in fullscreen. I have very limited knowledge with this, but from what I understand if you're using the ffxiv act websocket plugin to get an overlay, it won't work in full screen.
