Also, the voyages usually end pretty close to an outpost. Cargo runs might get you more rep and gold per voyage but you can do the lost shipment voyages faster. They don't. If the clue page sent them to a seapost, then they can only advance the quest by speaking to the correct NPC noted on the clue page and selecting the correct dialogue option.
